Youth Engagement Supervisor

Job Purpose:
The Youth Engagement Supervisor responsibilities include but are not limited to design, recruit and maintain teen advisors who will lead the afterschool programs offerings from 3:00 p.m. 6:00 p.m. as well as serve as the primary point of contact for the community recreation center from Monday-Friday typically from 11:30 a.m. - 8:00 p.m.

Essential Functions:

  • Plan, develop, implement, evaluate and analyze programs, facilities and services associated with the Park Districts program portfolio, including but not limited to: special activities, recreation classes, community events, leagues, camps, trips, facilities and services.
  • Recruit, hire, train, supervise, and evaluate part-time staff, seasonal staff, and volunteers.
  • Research, select, and evaluate contractual program providers.
  • Prepare and manage budgets, purchase requisitions, reconciliation and program sales. Continually manage cost of service with program development and community benefit.
  • Responsible for ongoing evaluation of programs, services and facilities under his or her area of responsibility.
  • Prepare payroll, honorariums, and contract payments as scheduled.
  • Develop and deliver staff trainings to assure program delivery readiness.
  • Develop and submit written program descriptions for marketing pieces i.e. brochures, webpage, flyers, and news outlets.
  • Prepare and monitor registration information through Amilia and manage waitlist, refunds, and program transfers.
  • Prepare and manage program contracts and Memoranda of Understanding (MOUs) with independent private recreation providers.
  • Manage, inventory, and order program equipment and supplies.
  • Coordinate with other park district departments to provide service as it relates to program demands.
  • Foster partnership with community and public/private sector organizations in support of the Districts mission and act as the recreation liaison with different community groups as assigned.
  • Establish and input customer service standards that are responsive to questions and open to recommendations.
  • Enforce program, park, and facility rules and regulations and comply with safety standards associated with risk management.
  • Demonstrate solid judgment in evaluating everyday operations as well as pressure type situations.
  • Create a harmonious, team-oriented work environment.
  • Engage systems that convey a favorable Park District image with the media, other Village agencies, and the public.
  • Work effectively with internal and external customers, recognize diverse opinions and needs, and maintain a positive working relationship with all employees.
  • Maintain the highest standards of ethical conduct.
  • Supervises youth building a positive rapport with trust, teamwork and communication.
  • Work in collaboration to offer programming at the CRC with other PDOP team members.
  • Utilizing experience and exhibit a willingness to assist youth in obtaining information and or referrals to address a variety of potential needs such as anxiety/depression, substance abuse, trauma, gang affiliation, aggression/ behavioral problems and/or other mental health concerns.
  • Develop relationships via phone, email, or in person with youth, parents/guardians, families, and community agencies to support success of all users of the CRC.
  • Maintain relationships and partnerships with current agencies and organizations that serve youth in the Oak Park.
  • Monitors budgetary expenditures for training and assist in developing justifications used in budgetary process as required.
  • Seeks outside funding to help support programs. Prepares and maintains grants related to sources of funding. Completes reports related to grants received and administer grant funded initiatives related to programs.

 


Additional Functions:

  • Assist with the coordination and monitor the inclusion of participants with disabilities.
  • Prepare and present routine and special reports as directed.
  • Operate 15-passenger van for field trips and travel programs. This position requires passing a pre-employment drug test and is part of a random drug/alcohol testing program.
  • Assist when needed with special projects and events (e.g., Day in Our Village, FLW Races.)
  • Serve on assigned committees upon request (e.g., Safety, Innovation, Customer Service, etc.)
  • Attend special project meetings as necessary or requested.
  • On call nights and weekends as needed.
  • Ability to create, implement, and evaluate programs and events and lead staff with same.
  • Ability to manage and prioritize work load assuring same of staff.
  • Knowledge of program development implementation and evaluation principles and methods.
  • Knowledge of computer software use and applications associated with programming.

 

 

Knowledge, Skills, and Work Experience Required:

  • Bachelors Degree (4 year) in social work strongly preferred.
  • Minimum 2 years of progressive experience working with youth and families.
  • Minimum 2 years supervisory experience.
  • Valid Illinois Drivers License.
  • Knowledge and experience in Microsoft Office applications.
  • Ability to multi-task workload, time management and prioritizing work.
  • Facilitation and group leadership.
  • Verbal and written communication skills.
  • Organizational and interpersonal skills.
  • Planning and problem solving skills.
  • Mediation and collaboration.
  • Ethical standards and codes of conduct when dealing with participants and staff.
  • Conflict resolution and crisis intervention techniques.
  • Social Work, counseling, and psychology.
  • Certification in advanced Cardio Pulmonary Resuscitation (CPR), First Aid and Automated External Defibrillator (AED) within 3 months of employment and keep certification current. The District provides this training.

 

 

 

 

 

Recommended:

  • Masters Degree in Social work or related field.
  • Previous experience working with teens.
  • Ability to work with a minimum of supervision to solve problems comprehensively and to produce accurate work within a set deadline schedule.
  • Ability to prepare and deliver staff training programs and systems.
  • Negotiation skills and experience.
  • Knowledge and experience with software systems such as registration, financial and applicant tracking.

 

 

Work Environment, Physical Demands and Considerations:

  • Frequently sitting, walking, standing and typing.
  • Occasionally climbing, balancing, stooping, and kneeling.
  • Strength: work requires handling average weight (up to 50 lbs.) materials or equipment.
  • Normal office conditions for majority of work, may include occasional light and temperature variations.
  • May be exposed to occasional inclement weather as position may require outdoor work.
  • Ability to understand and carry out verbal and/or written instructions efficiently and effectively.
  • Ability to interpret early warning signals and communicate information.
  • Ability to involve others through informal networking and involve others in decision making.
  • Ability to speak effectively to the public.
  • Ability to drive vehicle to meet with clients, other agencies, committees and councils.
