Permit Analysis Technician (TT3, In-Training)

About WSDOT

The Opportunity
WSDOT is eager to hire a technician with strong attention to detail to support the planning and implementation of transit agencies’ projects that affect WSDOT facilities, policies, and plans as the Permit Analysis Technician. This is an in-training position that offers a career path and on-the-job training, that allows the successful candidate appointed into this role to progress upward through the Transportation Technician field. Sound Transit (ST), the central Puget Sound region’s regional transit authority, has a multibillion dollar program to plan, design, develop and construct voter-approved projects, and this position will represent WSDOT and help support ST’s program by focusing on the numerous contracts and agreements that document organization, contractor actions, and responsibilities associated with the planning, design, engineering, and construction of multiple public projects. 
 
What to Expect
Among the varied range of responsibilities held within this role, the Permit Analysis Technician will:
  • Develop and coordinate general permits for Sound Transit projects and write permit to ensure compliance with federal, state, and local requirements in collaboration with organizations within WSDOT and multiple agencies. 
  • Facilitate issue resolution with internal and external clients as conflicts emerge and escalate as appropriate, working to resolve issues. 
  • Manage the logging, tracking, and processing of permits. 
  • Independently perform a variety of skilled engineering tasks such as compiling data and calculating estimates, performing tasks for processing documents and information related to contracts and agreements. 
  • Assist with document control to include all items related to the agreements, invoices and other applicable documents. 
  • Conduct research, evaluate and perform analysis of invoices, manage invoice payments on task orders and agreements using established spreadsheets and/or database systems, and review invoices for accurate calculations. 
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered for this opportunity at the Transportation Technician 2 level, the following are required:
  • An Associate degree in Civil Engineering Technology, Surveying, Drafting, or other closely related fields, OR
  • Completion of an accredited vocational/technical program in Civil Engineering Technology, Surveying, Drafting, Structural Detailing, Engineering Design, or other closely related field, OR
  • Three (3) years of experience as a Highway Maintenance Worker with one (1) year as a Highway Maintenance Worker 2, OR
  • High School Diploma or GED and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. 
  1. College level or vocational/technical coursework in engineering, drafting, survey, mathematics, or other closely related field will substitute for the required technical engineering experience on a year-for-year basis
 
To be considered for this opportunity at the Transportation Technician 3 level, the following are required:
  • Bachelor’s degree involving major study in Transportation, Public or Business Administration, Engineering, Accounting, or related field, OR
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent, OR
  • Engineer in Training (EIT) Certification

 Candidates at either level will also have:
  • Current drivers license
  • Ability to read, interpret, and follow policies, directives, manuals, contracts, and procedures
  • General knowledge of engineering and surveying principles. 
 
It is preferred that qualified candidates also have:
  • Experience working with WSDOT mainframe system TRAINS
  • Proficiency with advanced capabilities of Excel

  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. This is a condition of employment with WSDOT. Exemption may be granted for religious or medical purposes, however, accommodations will be subject to approval based on the essential functions required of the position.
  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
  • This is an in-training position that offers a career path and on-the-job training. This position allows you to progress upward through the Transportation Technician field and achieve the goal class of a Transportation Technician 3. Candidates will be considered for a Transportation Technician 2 or Transportation Technician 3, depending on their qualifications. Annual salary levels for each position are:
  1. Transportation Technician 2: $51,445 - $69,224
  2. Transportation Technician 3: $58,300 - $78,334
