Natural Resource Specialist (Natural Resource Specialist 1)

The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Natural Resource Specialist (Natural Resource Specialist 1) in Medford, Oregon.

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in the Western Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.
What you will do!
You will conduct the Western Region-South Open Burning Control program by investigating open burning complaints, documenting any violations observed, writing inspections reports, and writing the necessary enforcement referrals. You will inspect and write permits for the less complex ACDP sources, write inspection reports and enforcement referrals, and make enforcement recommendations to ensure compliance with all permit conditions. In addition, you will investigate general air quality complaints not related to permitted sources.

What are we looking for?
·       Bachelor’s degree in environmental sciences, natural resources, or a closely related field, OR 3 years of experience in an environmental science or natural resources field.
·       Experience in providing technical assistance to industry, public, and governmental agencies on environmental laws, procedures, and issues.
·       Experience investigating air quality complaints, documenting violations, writing inspection reports, and writing enforcement referrals.
·       Experience working with ACDP permits and sources.
·       Ability to deal diplomatically with upset or adversarial stakeholders in person and on the phone.
·       Knowledge of and experience working with permitting requirements.
·       Excellent verbal and written communication skills, and customer service skills.
