The Division of Safety and Permanence operates under the values and principles of the Wisconsin Child Welfare Model for Practice. This position reports to the Section Chief of the Child Welfare Policy and Program Section in the Bureau of Safety and Well-Being from the Division of Safety and Permanence (DSP). The position is responsible for overseeing the development, implementation, and monitoring of specialized Child Protective Services (CPS) program initiatives advanced by the BSWB and to provide additional support, guidance and direction on other initiatives led by the BSWB. The position supervises three professional staff within the BSWB Child Welfare Policy and Program Section and oversees specialized program initiative contracts for which Unit staff have program initiative responsibilities.

The position coordinates with and ensures alignment of related CPS program activities and responsibilities within the Bureau and across the Division programs and with other DCF Program Divisions. This position works directly other DCF staff from Finance, Budget and IT to support the successful development, implementation and monitoring of identified CPS program initiatives. Finally, this position will serve in a leadership role in ensuring appropriate and necessary collaboration with other key stakeholders, such as other state agencies, researchers, and other critical entities such as county and tribal agencies, as well as provider and advocacy agencies, integral to the development, implementation, evaluation and monitoring of the specialized CPS program initiatives advanced by the Division.

Minimally qualified applicants will have:
  • Experience supervising professional staff and/or overseeing volunteers or students responsible for specialized program initiatives to support the delivery of high quality and responsive CPS services in Wisconsin 
  • Experience providing oversight of or directly conducting the analysis and integration of data and other critical information in the design, implementation and monitoring of projects or programs 
  • Experience managing and/or facilitating short- and long-term projects (i.e., identifying goals, working with varying timeframes, limited resources, etc. 
  • Experience working in the Child Protective Services (CPS) or related human service field

Well-qualified applicants will have:
  • Experience with contract monitoring and/or procurement
  • Experience applying safety science principles and critical incident review approaches
  • Experience using data to inform business decisions
