Contracts Specialist-Senior

The DPI is currently seeking applicants for a Contracts Specialist-Senior position for the Wisconsin Center for the Blind and Visually Impaired (WCBVI) in the Division for Learning Support. This position is located either at 1700 W. State Street in Janesville (WCBVI) or at 309 W. Position Summary:  
This position, working in conjunction with the Department of Public Instruction’s Business Office, is responsible for the development, creation and administration of contracts to procure goods and services for the schools within the Division for Learning Support. The Contracts Specialist Senior coordinates the procurement program for the two DPI statewide residential schools and their outreach centers. The position’s responsibilities include development of contract language, bidding, negotiating, routing, tracking, and obtaining approvals of contracts. This position will also review DPI policies and procedures and recommend alternatives and improvements. This position will support purchasing for team accounts, provide assistance with travel procurement, conference registration and supply purchasing in collaboration with other support staff. This position will provide school staff with technical assistance, training, consultation and expertise on contracts and procurement. Work is performed under general supervision.

Qualifications:

A minimally qualified candidate will have experience:

• Monitoring contract processes (examples may include approval process for contracts or bids, renewal periods, rebidding timelines, etc.);
• Creating procurement documents using an electronic program (examples may include requisitions, purchase orders, blanket orders, contracts, etc.);
• Writing, reviewing, negotiating, or administering contracts;
• Answering procurement or contract questions.

A well-qualified candidate will also have experience coordinating, facilitating, and/or presenting procurement and/or contract training; assisting with the forecasting of annual program and service contracts; utilizing computer software such as PeopleSoft, Vendornet, WisBuy, or comparable; and/or following procurement policy/law.
